Singapore introduced new changes to work permits

Singapore has introduced new work permit rules in 2025 that tighten hiring conditions for foreign workers, raising salary floors and implementing stricter compliance requirements for employers.

 

The Ministry of Manpower (MOM) said the changes aim to prioritize local hires while still allowing companies access to skilled global talent. The measures impact both employers and foreign job seekers across key sectors.

 

Under the new framework, minimum salaries have been increased in industries such as manufacturing, marine and construction. Companies must adjust compensation packages to meet the higher pay levels or risk having their applications rejected.

 

Employers must also demonstrate that they tried to hire Singaporeans first. Documentation can include job postings, participation in job fairs and local staff training initiatives. MOM stated that applications may face additional review if firms do not meet these requirements.

 

The application process has also gone fully digital. All work permit requests must now be submitted through MOM’s online portal, which the ministry says will speed up processing and reduce paperwork.

 

Foreign workers face more stringent eligibility criteria, including higher standards for qualifications, skills and age. Applicants are advised to keep updated records of their academic and professional histories, with technical specialists likely to have an advantage.
