Singapore to implement new work pass and raise minimum salary requirements

Singapore announced a new work pass for tech and artificial intelligence (AI) professionals that will be implemented in 2027, replacing the current Tech.Pass that exists from 2021. The new pass track will be incorporated into the broader Overseas Networks and Expertise (ONE) Pass framework and will be designated as ONE Pass (AI and Tech). It is designed to attract specialists with a good experience in technology, AI and advanced computing.

To qualify, applicants must be currently or previously employed in a tech company, tech division, or tech venture capital firm, and have a consistent salary of S$30,000 or more for the 12 consecutive months before their application. The requirement can also be met by combining a fixed monthly salary that is at least S$22,500 with one vested non-cash compensation. This includes employee stock option plans and share ownership, although subject to assessment. The pass will be issued for five years, and the holders will be able to renew it for an additional five years.

It is also required to have at least five years of experience acquired within the past 10 years in either a founder, C-suite, or senior technical role, such as a senior software engineer.

Companies seeking an AI and Tech ONE Pass must meet one of the following criteria to qualify: an annual revenue of at least US$200 million, a valuation or market capitalization of at least US$500 million, assets under management of at least US$500 million, or raising at least US$30 million in funding.

The Singapore government has also announced the new minimum salary requirement for both the Employment Pass (EP) and the S Pass. Starting from Jan. 1, 2027, the salary requirement for EP will rise from S$5,600 to S$6,000 for new applicants, increasing progressively with age, reaching up to S$11,500 for candidates in their mid-40s. The same applies to those reviewing the passes from Jan. 1, 2028. For applicants in financial services, the requirement will rise from S$6,200 to S$6,600.

The minimum salary requirement for the S Pass will increase from S$3,300 to S$3,600 from Jan. 1, 2027, for new applicants. For those in financial services, the requirement will increase from S$3,800 to S$4,000. According to authorities, the salary threshold for the S Pass may reach around S$4,000 to S$4,500 by 2023.
